As part of the Bush Administration's Mérida Initiative, the Mexican SSP Federal Police was provided military equipment and infrastructure to support border defense. Included was a Dornier DO328 Jet equipped with an Intelligence, Surveillance, Reconnaissance (ISR) platform. South West Aero Group designed the installation of a TCOM Ku Band Satcom and FLIR A380 HD multi-spectral camera as part of that ISR platform. The DO328 jet was certified to 14 CFR Part 25.
