Evergreen Airlines contracted South West Aero Group to design, develop and certify an Air Tanker configuration for a B747-200 Freighter aircraft. The aircraft used for the certification was a "Nose Loader". However, the system was designed to be loaded into a side door freighter aircraft.

South West Aero Group organized the design and certification team for the project, and also provided all program management. Certification was through the Los Angeles Aircraft Certification Office (LAACO) as a Standard Category aircraft to facilitate operations around the world.
